******UPDATE: Now in the Vol.3 the ELS lights were fixed. 

INSTALLATION

Use OpenIV and go to GTA V/update/x64/dlspacks/patchday3ng/Dec. Rpf/x64/levels/gta5/vehicles.rpf and replace both police2.yft and police2.ytd with the files that you downloaded from here
I recommended to Replace as police2
