Copy navigator folder to:
Grand Theft Auto Vmodsupdatex64dlcpacks

Use OpenIV extract:
Grand Theft Auto Vupdateupdate.rpfcommondatadlclist.xml
Use notepad open it,add new line:

<Item>dlcpacks:navigator</Item>

Save it and use OpenIV replace it.

Spawn it by name:
NAVIGATOR
