HOW TO INSTALLATION

Copy velar folder to:
/Grand Theft Auto V/mods/update/x64/dlcpacks

Use OpenIV extract:
/Grand Theft Auto V/update/update.rpf/common/data/dlclist.xml
Use notepad open it,add new line:

dlcpacks:/velar/

Save it and use OpenIV replace it.
